A long skirt refers to a single skirt with only the lower body and a skirt below half the knee. A knee length skirt is called a short skirt.

A dress refers to a dress that connects the upper and lower body together.

But some people also call dresses long skirts, which is just a confusion of concepts. Skirts are generally called “skirt”, long skirts are called “long skirt”, short skirts are called “short skirt”, even shorter ones are called “mini skirt”, and dresses are generally called “dress”, so it is not easy to confuse.

Both long skirts and dresses are the favorite of girls.
